In a welcome shift, Florida car insurance rates are on the decline in 2025 — a rare piece of good news in a market that has seen years of relentless increases.

According to data from the Florida Office of Insurance Regulation (FLOIR), the state’s top five auto insurers — Progressive, Geico, State Farm, Allstate, and USAA — have filed for average rate reductions of 6.5% this year. This is a major shift, considering that Florida has consistently ranked among the most expensive states in the nation for auto coverage.

⚖️ Why Are Rates Going Down?

Florida has long been plagued by excessive auto insurance litigation, including:

  • Fraudulent or exaggerated injury claims

  • “Ambulance-chasing” law firms

  • Lawsuits over minor fender-benders

Recent legislative changes have:

  • Restricted attorney fees in certain insurance disputes

  • Limited bad-faith lawsuits

  • Tightened rules around medical claims and “assignment of benefits”

These reforms significantly cut the legal costs insurers had to pass on to drivers in the form of higher premiums.

💸 Could You Get a Refund?

Even more encouraging — some drivers might be eligible for refunds. Under Florida law, insurers are limited in how much profit they can retain over a rolling three-year period. If those profits exceed the cap, refunds or policy credits must be issued.

Progressive has already indicated that it may be on track to return some of those excess profits to Florida drivers this year.

💬 “If we exceed allowable profit margins, state law requires us to issue refunds or credits. It’s a win-win for policyholders.” – Progressive spokesperson

🛠 What This Means for You

  • Ask About Refunds: If you're with Progressive, keep an eye out for updates about credits or rebates.

  • Check Your Policy: Even if you’re not switching, review your coverage and ensure your premium reflects recent adjustments.

With insurers recalculating risk and pricing models in this new environment, 2025 could mark the beginning of a more stable — and affordable — era for Florida auto insurance.
